Design of a Grain Conveyor for the Port of Ashdod Area, Israel

1.  Nature of the Works :

1.1 Design of a Conveyor for the transport of Grain and grain derivatives from Quay 21 in the Port of Ashdod to the Ashdod Silo. The Ashdod Silo is located about 2 kilometers east of the Quay, outside of the fence of the Port, and includes conveyors, transfer towers, auxiliary systems and accompanying infrastructure.

1.2 The Services which will be required from the Designer with whom the Contract will be signed will be as detailed in the Tender Documents. Among other matters, the Design Services include:

1.2.1 Design of the Gallery (housing and construction), including the foundation and columns.

1.2.2 Design of the transfer towers.

1.2.3 Design of the conveying and mechanical systems for the Gallery and those in the transfer towers.

1.2.4 Design of the electrical and control systems including – among other things – control of the conveying, lighting and electrical service and center for control, command and warnings.

2. Participation in the Tender is conditioned upon the following preliminary "threshold " conditions:

2.1 The Tenderer is a design office which is engaged, among other things, in the following design areas:

2.1.1 Civil Engineering and/or Mechanical Engineering

2.1.2 The Tenderer may submit a subdesigner (subcontractor) with regard to one of the two subcategories set out in Clause 2.1.1 .

2.2 The Tenderer is an entity registered as a company or registered partnership with the Office of the Registrar of Companies/Registrar of Partnerships in Israel.  The Tenderer must present a Certificate of Registration of the entity which is certified by the Registrar of Companies or Registrar of Partnerships (as appropriate).
 A foreign Tenderer is required to present a certificate of registration as is commonly used in its country of incorporation/partnership. This  certificate must be confirmed by the Certified Public  Accountant or Attorney of the Tenderer.

2.3 The Tenderer or submitted Subdesigner (subcontractor)  must have proven experience in the design of projects of the type which is the subject of this tender and, among other things, the design of at least one project of conveyors for the transport of bulk materials with the following characteristics:

 (1) Throughput of at least 400 tons per hour;  and
 (2) A total length of conveyors of at least 800 meters.

 The above-noted elements must exist in projects which were designed after 1994.

2.4 The presentation of all certificates, affidavits and approvals in accordance with the Transactions by Public bodies (Enforcement of Keeping of Accounts) Law, 5736-1976.
 In the event that the Tender is awarded to a non – Israeli entity, payments to that non-Israeli entity will be made through a local, Israeli company which will be established by the non-Israeli entity. The local Israeli company must present all of the above-mentioned certificates, affidavits and approvals, etc. as a condition precedent to the signing of the contract with the non-Israeli entity.

2.5 The presentation of an unconditional Bid Security (Bid Bond) in the form of Bank Guarantee, for the payment of all amounts up to 200,000 New Israeli Shekels (NIS) as demanded by the IPC in connection with this tender and which will be in force until 28/2/2010. The IPC shall be entitled to demand  an extension of the period of this Bank Guarantee for a period of an additional six months.

The attention of potential tenderers is drawn to the fact that failure to supply the Bank Guarantee with the tender will result in the disqualification of the tender.

2.6 Presentation of a Letter from the Tenderer's Bank attesting to the financial stability of the Tenderer.

The Tenderer shall present a certification from its bank attesting to the financial stability of the Tenderer, updated as of a date one month before the last date which has been fixed for presentation of the Tender, in accordance with the text set out in Document "P of the Tender Documents.

2.7 A site visit / meeting for potential Designers  which  is obligatory, will take place on 9/8/2009 at 14:30 at the "Anchor Room" on the ground floor of the Administration Building of the Port of Ashdod Company.   For the purpose of authorization and permits to enter into the Port of Ashdod, for attendance at the Site Visit, potential tenderers should apply in writing – no later than 5/8/2009 - on the letterhead of the potential tenderer, by FAX to 03-562-2173, including the names of the participants, their identity numbers of their identity cards and personal IDF numbers (or passport numbers with regard to non-Israeli participants) and the license plate numbers of their automobiles.

It is emphasized that only those design firms which have participated in this site visit shall be permitted to present their offers with regard to this tender.
  

3. Tender Documents

3.1  The Tender Documents can be examined – without charge – beginning on 27/7/2009 at the offices of the IPC, 74 Menachem Begin Road, Tel Aviv, 10th floor, room no. 1021, Sundays through Thursdays, between the hours of 9:00 and 14:00.

3.2 The Tender Document can be purchased at the above noted address and at the above-noted times for the non-refundable amount of 200 New Israeli Shekels ("NIS") including V.A.T. to paid at the offices of the Treasurer of the IPC.

3.3 In addition to that set out in paragraph 3.2 above, a Tenderer must pay the IPC – before the submission of the Tender - the non-refundable sum of 1,800 NIS  including V.A.T. for participation in the Tender. This sum of 1,800 NIS must be paid to the Treasurer of the IPC or deposited in the Bank Account of the IPC at Bank HaPoalim, Branch 508, Account Number 7518.

4. Those interested in participating in the tender are requested to deliver their offers in writing, with all of the required documentation, in sealed envelopes. The envelopes must be submitted no later than 31/8/2009 at 12:00 to the Tender Box at the Offices of the IPC, 74 Menachem Begin Road, Tel Aviv, 10th Floor, room 1001.

5. The IPC reserves the right, in accordance with its sole discretion, not to accept the least expensive offer and/or any offer at all in connection with  this tender and/or on the basis of financial and economic information which is received at its offices from professional entities, with regard to the potential tenderer to be awarded the works. The IPC also reserves the right to conduct negotiations with the appropriate tenderers in accordance with the Israeli Regulations concerning tenders.
