1. Nature of the work:
1.1 Laboratory services for various aspects of Design and Development projects including:
1.1.1 Soil test, stone and sub base test during the earthworks and road-building.
1.1.2 Testing of concrete, asphalt and bitumen in road- building and development works, including follow-up of asphalt works.
1.1.3 Taking samples of fresh concrete for various examinations, including concrete characteristics
1.1.4 Laboratory services for various types of structures, for example testing of ceramic tiles, water-proofing works, plumbing works, etc.
1.1.5 Testing of Bentonite and polymer in various drilled pile foundation works.
1.1.6 Non-destructive testing of piles
1.1.7 Geological supervision of preliminary test drilling and associated soil works, including pressure meter and Core Penetration Tests (CPT).
1.1.8 Geophysical examination of the soil.
1.1.9 Soil liquefaction testing with regard to earthquakes.
1.1.10 Follow-up testing of structures, for example, inclinometer and concentration of chlorides in the existing concrete.
1.1.11 Special examination of concrete and grout.
1.1.12 Tests such as PDA follow up of prestressed soil anchor and test-loading of piles.
1.2 The contents of works also include the carrying out of the services detailed in the price list attached to the Tender Documents.
1.3 The IPC is also entitled to order tests which are not included in attached price list, for example tests from ASTM or ACI.
2. The contract which will be signed is a framework contract (contract according to designated tasks) for a period of 4 years with an option, held by the IPC at the IPC's discretion, to extend the period for an additional 4 years.
3 Participation in the Tender is conditioned upon the following preliminary " threshold " conditions:
3.1 Candidate must be a laboratory authorized by Israel Laboratory Accreditation Authority, with regard to – at a minimum – the areas of construction, soil and road-building. Foreign candidate must present their authorization to act as a laboratory in the areas of construction, soil and road-building as required accepted in their country of incorporation as certified by the attorney or certified public accountant of the foreign candidate.
3.2 The presentation by Israeli entities of all certificates, affidavits and approvals in accordance with the Transactions by Public bodies (Enforcement of Keeping of Accounts) Law, 5736-1976. In the event that the Tender is a non – Israeli entity, payments to that non –Israeli entity will be made through a local, Israeli company which will be established by the non- Israeli entity. The local – Israeli –company must present all of the above-mentioned certificates, affidavits and approvals, etc. as a condition precedent to the signing of the contract with the non – Israeli entity.
3.3 The presentation of an unconditional Bid Security (Bid Bond) in the form of Bank Guarantee, for the payment of all amounts up to 300,000 New Israeli Shekels (NIS) as demanded by the IPC in connection with this tender and which will be in force until February 25, 2010. (The IPC shell be entitled to demand an extension of the period of this Bank Guarantee for a period an additional six months).
3.4 The presentation of bank letter attesting to the financial stability of the tendering laboratory, the Tenderer shell present a certification, from its bank, updated as of a date one month before the last date which has been fixed for presentation of the Tender, in accordance with the text set out in Document "P of the Tender Documents.
4. An explanation meeting for potential Tenderers which is not obligatory, will take place on August 3, 2009 at 14:30 at the offices of the IPC, Beit Moya, 74 Menachem Begin Road, Tel Aviv, 9th Floor Conference Room no. 902.
5. Tender Documents
5.1 The Tender Documents can be examined – without charge – beginning on July 26, 2009 at the offices of the IPC, 74 Menachem Begin Road, Tel Aviv, 10th floor, room no. 1021, Sundays through Thursdays, between the hours of 9:00 and 14:00.
5.2 The Tender Document can be purchased at the above noted address and at the above-noted times for the non-refundable amount of 200 New Israeli Shekels ("NIS") including V.A.T. to paid at the offices of the Treasurer of the IPC.
5.3 In addition to that set out in paragraph 5.2 above, a Tenderer must pay the IPC – before the submission of the Tender - the non-refundable sum of 1,800 NIS including V.A.T. for participation in the Tender. This sum of 1,800 NIS must be paid to the Treasurer of the IPC or deposited in the Bank Account of the IPC at Bank HaPoalim, Branch 508, Account Number 7518.
6. Those interested in participating in the tender are requested to deliver their offers in writing, with all of the required documentation, in two separate sealed envelopes: one containing the financial offer and the second envelope containing the other required documentation. The two envelopes must be submitted together at the same time no later than August 25, 2009 at 12:00 to the Tender Box at the Offices of the IPC, 74 Menachem Begin Road, Tel Aviv, 10th Floor, room 1001.
7. The IPC is not obligated to accept the least expensive offer and/or any offer at all in connection with this tender.
